I have been using WAG for about a year to add albums to a large web site. Most of the images filenames are very close to the Photo Title that will be used. When no Photo Title has been assigned, it would be very useful to have the Photo Title field default to the image filename as each image is selected. Then one could rapidly edit the Photo Title without having to copy-and-paste from a filename list.

Web Album Generator already uses the filenames as the default title if a title isn't explicitly written, so there's no need to copy and paste the filenames.
If this isn't happening for you, check the options (click on "File" then "Set Advanced Options") and make sure the "Don't use filenames as the photo titles when no title is specified" option is unchecked.

Sorry, I should have been more clear. I do not wish to use the filenames as the final title, but rather as a starting point for a final title. Example: filename="Landscape01"; final title="Landscape of the Outback". Once again, I would like the filename to appear in the Photo Title field instead of nothing.

Ah, I understand. Currently, if you don't want to use the filename as-is, you'll have to type the title you want I'm afraid. I'll add your suggestion to the wishlist, though.
