There's a new volume option in version 2.3 called "Maximum alarm volume." This is expressed as a percentage of the total system volume. (For example, if your system volume is at 50%, and your maximum alarm volume is at 50%, then the perceived volume will be only 25%)

Try adjusting this to your liking in conjunction with the "ensure system volume" option and see if it fixes the issue for you.

I still haven't been able to reproduce this problem, but I'm actively looking into it. In the meantime, does your sound card have any volume stabilisation features enabled? These have been known to interfere with Citrus' fade in feature and keeps the volume too low. Also, does Windows Media Player play things at normal volume, or are these too low too?

Finally, if you're using Windows 7 or Windows Vista, each application can have its own volume level. Check Citrus' level to ensure it's not set too low.
